At the center of the core is a piece of glass fiber reinforced plastic (FRP), the loose sleeve (and packing rope) is twisted around the central reinforcing core to form a compact and circular cable core, with gaps in the cable core filled with water blocking filler. A layer of polyethylene inner sheath is extruded outside the cable core to form a cable.
